Italy transposed the REC and CEC definitions with legislative decrees 199/2021 and 210/2021, respectively.
The REC definition is aligned with criteria contained in the RED II definition. Under the Article 42-bis of the Law 8/2020, in 2020 Italy adopted rules for the transitional phase, valorizing energy shared by members and produced by a renewable powerplant with a capacity not
exceeding 200 kW and with a connection to the same low-voltage substation.
The CECs do not include the principles of autonomy and proximity and – as for RECs – the main aim is to offer environmental, social, and economic benefits to the community.
Implementation measures should further define the framework and they will be available soon.
